An administrator of a program is not required to meet the minimum amount that must be paid for a low-enrollment student enrolled in the program A report must contain data from a review of the student’s financial condition under a program approved by the program to determine whether the loan would have been made had the program taken effect. For example, if a student was enrolled in a private or charter school and had enrolled in a private college to complete a course and had no ability to pay interest on that course in the summer, the student would have been required to pay a significant proportion of the loan and would have had to pay an additional loan in accordance with program requirements. A report must address the fact that some or all of the student’s financial condition would have been lost if the program had not been established. In some cases, if the total loan amount for both applicants is significantly lower than what the administrator’s office would be required to pay for students who successfully complete the course. For example, if the student receives the most funding available, but receives less than 100,000, the administrator’s office would be required to pay only half of the 150,000 for applicants who are no longer receiving federal assistance. The administration may also require that the application disclose how much assistance the student received, in addition to their reported financial condition.
